Natal charts and how to decipher them

I need someone to explain the meaning of natal/birth charts to me or direct me to a place that will? I have read other post that discuss this very subject but I still don't get it...

I'm not going to translate the whole paragraph, because my translation skills are rather.. mediocre, but here are the excerpts about Capricornian nations/countries:

England - the pioneer of heavy industry (coal, iron, mining cities), very faithful to its history and tradition.
Nations famous for their attachment to territory, like Lithuanians, Bulgarians and Georgians; Far East - Koreans.
India - mostly because of being deeply rooted in the ancient times (Ancient Egypt also had the same character).
Jews as a nation faithfully committed to their tradition, abiding by scrupulous rituals on every step.
